all: create gcp implementations of the servers, plus cloud/storage/gcs directories

These are just copies from the main repository, but with updated import
strings. The commands are renamed to have a -gcp suffix
so building them will not conflict with binaries with the same function
from other repositories.

Also port the cloud/storage and cloud/gcpmetric packages.

Once we've landed these, we can update the documentation and delete
them from the main repository.
