cmd/browser: copy file to Upspin by drag and drop

This change makes it possible for a user to drag a file, or multiple
files, into the browser to copy those files to the Upspin directory
that the browser is viewing.

This is pretty rudimentary—it lacks a progress indicator, for
instance—but it's a start.
